Gain Regulatory Insight

Understand how regulatory agencies evaluate projects and navigate permitting processes.

Proactive Permitting Framework

Develop a framework for sequencing delineation, design, and permitting to reduce delays.

Integrated Permitting Approach

Clarify how federal and state authorities including 404, 401, 1602, and Porter-Cologne intersect in California's aquatic resource regulations.

Who This Course is For

This course is designed for professionals and practitioners who want to build a clear, practical understanding of aquatic resource delineation and permitting in California. It is appropriate for participants at a wide range of experience levels, including those who are new to the topic as well as professionals looking to strengthen their existing knowledge.   The course may be particularly useful for:   - Biologists involved in field surveys or regulatory compliance   - Environmental planners working on projects with aquatic resources   - Project managers who coordinate permitting or environmental review   - Environmental practitioners expanding into aquatic resource work   - Experienced professionals seeking to strengthen skillsets   - Students, community scientists, or volunteers interested in understanding how aquatic resources are identified and regulated  No prior experience with delineation or permitting is required. A basic familiarity with aquatic resources, such as understanding what a stream or wetland is, may be helpful, but all core concepts and terminology are introduced and explained throughout the course.

Understanding Aquatic Resource Delineation Concepts

Master how the Ordinary High Water Mark (OHWM) defines federal jurisdiction in non-wetland waters and how to identify it reliably in the field.

Working in Arid and Intermittent Systems

Gain practical insight into delineating and permitting streams with ephemeral or intermittent flow regimes common across California.

Preparing Effective Permit Application Packages

Learn how to translate field data and resource mapping into clear, defensible permit applications for regulatory review.

What You Will Be Able to Do After This Course

By the end of this course, you will be able to:  -  Identify likely federal and state jurisdictional triggers early in project development  -  Clearly map how 404, 401, 1602, and Porter-Cologne intersect  -  Structure application narratives that align with agency review criteria  -  Anticipate common agency concerns before submittal  -  Reduce avoidable comment cycles and delays  -  Write clear permit narratives and supporting documentation that withstand agency review

Expert Guidance from a CA Permitting Specialist

Malek Al-Marayati has over a decade of experience working on projects involving aquatic resource permitting throughout California. His background includes wetland and stream delineation, preparation of permit applications under Clean Water Act Sections 404 and 401, Porter-Cologne Water Quality Control Act, and California Fish and Game Code Section 1602, and regulatory coordination with federal and state agencies responsible for aquatic resource management. His experience also includes environmental review and compliance under CEQA and other state and federal regulatory programs affecting infrastructure and development projects. Much of his work has focused on California’s arid and semi-arid landscapes, where identifying and evaluating jurisdictional streams and other aquatic resources often requires careful interpretation of hydrology, geomorphology, and regulatory guidance. "I built this course to be the practical guide I wish I had when I started. Join our founding cohort today and let's streamline your next permit package."

What people are saying

Trusted by environmental professionals navigating stream and wetland permitting in California.

This is the first training I’ve taken that actually explains how wetlands permitting comes together in California. The sections on delineation techniques in arid systems alone were worth it.
Jennifer L.

Paso Robles, CA

I’ve worked on projects with ephemeral and intermittent streams for years but never had a clear framework for how state-regulated waters are delineated. This course finally connected everything for me.
Jorge R.

Pasadena, CA

This training is clearly built for California, especially in dry systems where fieldwork and permitting can be more challenging. It helped me navigate my work as a biologist more effectively.
Stephen T.

Santa Clarita, CA

Clear, concise, and directly applicable. It saved me hours of piecing together guidance from different sources.
